ASABA — The Delta State House of Assembly has scheduled a public hearing on the Landlord and Tenant Bill 2025 for Tuesday, October 28, 2025, as part of efforts to repeal the existing Rent Control and Recovery of Residential Premises Law of 1977.

The proposed legislation, titled A Bill for a Law to Repeal the Rent Control and Recovery of Residential Premises Law 1977 and Establish the Landlord and Tenant Law of Delta State 2025, seeks to modernize rental regulations and balance the interests of landlords and tenants across the state.

The bill, which passed second reading on the floor of the Assembly, has been referred to the Joint Committee on Housing, Women Affairs, Girl Child Entrepreneur and Humanitarian Support Services, and the Committee on Physical Planning and Urban Renewal for further legislative consideration.

In a statement issued by the Chairman of the House Committee on Housing, Women Affairs, Girl Child Entrepreneur and Humanitarian Support Services, Hon. Bridget Anyafulu, the public hearing will take place at the Press Centre of the State Assembly Complex, Asaba, beginning at 11 a.m.
The statement invites written and oral contributions from relevant stakeholders, including the Commissioners for Justice, Housing, Physical Planning and Urban Renewal, and Information, as well as representatives of the Association of Organized Realtors, Landlord Associations, Tenant Associations, and other public and private sector stakeholders.

Hon. Anyafulu added that all memoranda should be submitted in sealed envelopes addressed to the Chairman, House Committee on Housing, Women Affairs and Girl Child Entrepreneur and Humanitarian Support Services, and marked:
“Delta State Repeal the Rent Control and Recovery of Residential Premises Law 1977 and Establish the Landlord and Tenant Law of Delta State 2025.”

Those intending to present oral testimonies are advised to contact the Committee Clerk, Mrs. Esther Ezeocha-Ekwuaja, between 9 a.m. and 2 p.m. at the Delta State House of Assembly Complex, Okpanam Road, Asaba.

The new bill is expected to introduce clearer guidelines for tenancy agreements, rent regulation, and dispute resolution, aligning Delta State’s housing policies with modern realities and fair housing principles.
