Delta High Court Stops Police from Enforcing Tinted Glass Permit Nationwide

The High Court of Delta State has issued an ex-parte injunction restraining the Inspector General of Police (IGP) and the Nigeria Police Force from resuming the enforcement of the tinted glass permit policy across the country.

The order was granted on Wednesday, December 17, 2025, by Hon. Justice Joe Egwu.

In the ruling, the court barred the police from harassing, arresting, detaining, or extorting motorists and other citizens on the basis of the tinted glass permit policy. The court held that the order will remain in force pending the hearing and determination of the substantive suit before it.

The injunction followed a suit filed at the Delta State High Court by an applicant, Mr. Israel Joe, who approached the court to challenge the planned resumption of the policy’s enforcement. Mr. Joe was represented by a team of legal practitioners led by Kunle Edun, SAN.

By this development, the Nigeria Police Force has been restrained from implementing its earlier announcement to resume enforcement of the tinted glass permit policy nationwide from January 2, 2026.

The court’s decision is expected to bring temporary relief to motorists who had expressed concerns over alleged harassment and extortion associated with previous enforcement exercises.

Meanwhile, legal observers say the matter will be further clarified when the substantive suit comes up for hearing, as the outcome could have broader implications for the enforcement of traffic and security-related policies in Nigeria.
